SUBJECT:Resolution 2020-20 of the City Council of the City of Fairfield Authorizing the City Manager to Approve and Execute the Second Amendment to the Joint Use Agreement by and Between the City of Fairfield and the Fairfield-Suisun Unified School District for the Sullivan Inter-Agency Youth Center

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Currently the Sullivan Inter-Agency Youth Center houses the Fairfield Police Activities League, Police Youth Services, Police Homeless Intervention Team, Police Crime Prevention and our Police Juvenile Diversion Hearing Office.  The existing lease for use of the Center will expire on June 30, 2020, requiring a new lease agreement with the Fairfield-Suisun Unified School District (FSUSD).  The attached resolution authorizes the City to extend the existing lease through May 31, 2021, and addresses use of specific spaces within the Charles Sullivan Middle Site.  
DISCUSSION
FSUSD and the Fairfield Police Department work closely and maintain a strong partnership. This partnership is critical in ensuring the continued safety of our youth and ensures a strong line of communication between the Fairfield Police Department and the administration of the FSUSD.  This extension represents a continued partnership between the Fairfield Police Department and the FSUSD.
FINANCIAL IMPACT

The second amendment of the lease agreement lists a cost of $6,660.17 per month or $79,922.04 annually.  On the anniversary of the commencement date of the Term and each year thereafter, the Use Fee will increase by 3%. This would be an estimated minimum cost of $6,859.97 per month or $82,319.70 annually.

 

The cost of the Sullivan Inter-Agency Youth Center is accounted for in the general budget of the Police Department. Funds will be drawn from account code 011-53005-9005.
