RECOMMENDED ACTION 
Provide second reading and adopt Ordinance 2019-12 and adopt resolution.
STATEMENT OF ISSUE 

In Spring 2020, construction will begin at the Council Chamber and it will no longer be possible to conduct meetings in this location.  As a result, effective March 3, 2020, City Council meetings are to be held in the Fairfield-Suisun Unified School District Board Chamber, located at 2490 Hilborn Road, Fairfield, CA 94534 for the duration of construction.

 

Currently, Section 2.13 of the Fairfield City Code specifies that City Council meetings will be held in the Council Chamber. The purpose of the proposed ordinance is to amend Section 2.13 to allow the City Council to set the location for regularly scheduled City Council meetings by resolution.  The purpose of the proposed resolution is to provide that meetings will be held in the Council Chamber until March 3, 2020, when meetings will move to the District’s Board Chamber until the construction work in the Council Chamber is completed.

DISCUSSION

Section 2.13 of the City Code governs the location for City Council meetings.  Section 2.13 currently states that the location for City Council meetings is in the Council Chamber, located at 1000 Webster Street, Fairfield, CA 94533.  The proposed ordinance would amend Section 2.13 to allow the City Council to set the location for regularly scheduled City Council meetings by resolution. This is consistent with Government Code Section 54954, which provides that the legislative body of a local agency “shall provide, by ordinance, resolution, bylaws, or by whatever other rule is required for the conduct of business by that body, the time and place for holding regular meetings….”

 

The proposed resolution sets regularly scheduled City Council meetings in the Council Chamber, located at 1000 Webster Street, Fairfield, CA 94533.  Because construction will begin at the Council Chamber in Spring 2020, City Council meetings must be held in a new location.  Effective March 3, 2020, the resolution provides that regularly scheduled City Council meetings shall be held in the District Board Chamber, located at 2490 Hilborn Road, Fairfield, CA 94534, until the construction work in the Council Chamber is completed.  Once construction is completed, regularly scheduled City Council meetings shall be held in the Council Chamber.
