| | | | | | | | STATEMENT OF ISSUE | The project proposes to replace and upgrade four traffic signal poles at various street intersections throughout the City. The proposed resolution approves the plans and specifications for the Fairfield Traffic Signal Pole Upgrades Project (Project) and awards a contract in the amount of $205,220 to Mike Brown Electric Co. of Cotati, California. |

| | | | | | | | DISCUSSION | Three traffic signal poles, at the intersections of Clay Bank Road/Quail Drive, Travis Boulevard/Gateway Boulevard, and Travis Boulevard/Pennsylvania Ave, have been damaged due to automobile collisions. The damaged traffic signal poles are scheduled for removal and replacement to meet current City standards. The Project will also replace a traffic signal pole mast arm to realign the left turn signal head with the left turn pocket along eastbound Manuel Campos Parkway at North Texas Street. The Project incorporates replacement of traffic signals heads, conductors, signs and emergency vehicle pre-emption devices.
Bids for the Project were opened on December 10, 2019. Six bids were received ranging in price from $205,220 to $349,590. The Engineering Estimate is $230,000. The apparent low bidder is Mike Brown Electric Co. of Cotati, California in the amount of $205,220. Staff has reviewed the bid submitted by Mike Brown Electric Co. and determined the bid is responsive and meets all bid requirements.

| | | | | | | | FINANCIAL IMPACT | The construction authorization for this project will be $225,742, which is the total bid price amount plus a 10% contingency ($205,220 bid + $20,522 contingency). Fifty percent of the funding for the construction of the Project will be funded by the Streets Capital Project Fund (Fund 252, Division and Responsibility Code 99384) and the remaining fifty percent by the Operations General Fund (Fund 011, Division and Responsibility Code 64001). |

| | | | | | | | PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION | A notice inviting bids for this project was advertised twice in the Daily Republic newspaper on November 6 and November 13, 2019. In addition, staff emailed a notice of the project and/or a complete bid package to a total of 17 builder’s exchanges in the State of California covering the area from Redding to San Jose and Stockton to Santa Rosa. A total of two contractors purchased bid documents for this project.

| | | | | | | | ALTERNATIVE ACTION | The City Council could choose not to award the contract, reject all bids and restart the bid process, thus resulting in a significant delay on needed maintenance work. Not awarding the contract would postpone the completion and poses further deterioration of the damaged traffic signal poles. |
