| | | | | | | | STATEMENT OF ISSUE | The sole bid received for the Fire Department Training and Maintenance Facility Fence Project (Project) exceeds the Engineer’s Estimate by approximately 42%. The proposed resolution rejects the bid for the Project and allows staff to restructure and re-advertise the bid at a later date. |

| | | | | | | | DISCUSSION | The Fire Department Training and Maintenance Facility, located on 1633 Union Avenue, has recently experienced security problems. Staff witnessed trespassers climbing and digging under the existing chain link fence. The Project proposes replacing the existing chain link fence with a new concrete masonry unit (CMU) block wall. The CMU block wall will deter trespassers and secure the site.
The bid opening for the Project was held on October 22, 2019. Silao General Engineering, Inc., of San Francisco, CA (Silao), submitted the sole bid in the amount of $152,118.85, which is significantly higher than the funds budgeted for the Project. The Engineer’s Estimate for the Project is $99,600 and the sole bid exceeds this by $52,500 or 42%.
Staff has concluded that the main factor that influenced the higher bid price is the limited scope of the project. The work consists of constructing a relatively small linear foot quantity of CMU wall and construction efficiencies are typically achieved with larger scale projects. Additionally, the project attracted only one bidder and three attendees at the mandatory pre-bid meeting. For these reasons, staff is recommending that Council reject the sole bid. Rejection of this bids will give staff the ability to reevaluate and repackage the elements of the project for bidding.

| | | | | | | | PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION | A notice inviting bids for this project was advertised twice in the Daily Republic newspaper. In addition, the staff mailed a notice of the project and/or a complete bid package to a total of 17 builder’s exchanges in the state of California covering the area from Redding to San Jose and Stockton to Santa Rosa. No contractors purchased bid documents for this project.
