SUBJECT:Resolution HA2020-01 of the Fairfield Housing Authority Approving the Project-Based Voucher (New Construction) Agreement to Enter into Housing Assistance Payments Contract (AHAP) with EAH Inc. (dba EAH Housing)

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
EAH Inc. (“EAH”) is the owner and operator of the property located at 212 East Tabor Avenue is requesting the City of Fairfield Housing Authority’s (FHA) approval of a Project Based Voucher Program to enter into a Housing Assistance Payment (AHAP) contract and Consent to Assignment of AHAP. The approval of this Agreement will facilitate the establishment of twenty (20) Project-Based Vouchers (PBV) that will support the larger refinance of the project, enhance the affordability of housing units and create permanent supportive housing.   
DISCUSSION
On January 1, 2017, in response to a presentation by staff on the City’s Homeless Strategy, the City Council provided direction to staff to identify opportunities to the City Council with projects that create permanent supportive housing units. This PBV project award is in response to the direction provided.  

EAH is proposing new construction of a 67-unit permanent supportive housing rental community for families, chronically homeless households, and homeless households. The award of twenty (20) Project Based Vouchers is designated to assist extremely low-income veteran households, disabled households, or a family receiving supportive services.  

The PBV award is conditioned upon successful completion of regulations outlined in 24 CFR 983 as required.  Subsidy voucher payments will be determined prior to entering into the Housing Assistance Payment Agreement (HAP) and shall be the lesser of the FHA Payment Standard, Fair Market Rent as established by HUD, or a Rent Comparison Study of comparable market rate apartments.  
 

FINANCIAL IMPACT
There is no financial impact to the FHA administratively. The estimated annual cost of housing assistance payments does not change. FHA will not incur any additional liability or financial exposure if the Project -Based Vouchers are awarded.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION 
A Request for Proposals (RFP) was issued in September 2019. The RFP sought proposals from qualified applicants for Project-Based Vouchers with Multi-Unit Residential Projects servicing populations with specific needs.
ALTERNATIVE ACTION 
The Fairfield Housing Authority could add additional units, to the Project-Based Voucher Housing Assistance Payments contract during the first three years of the contract and subject to other HUD program rules and limitations. FHA may also decrease the number of units and bedroom sizes under the contract.
