SUBJECT:Public Hearing and Resolution 2020-17 of the City Council of the City of Fairfield Approving Amendments to the Community Development Block Grant Program Citizen Participation Plan

RECOMMENDED ACTION 
Hold public hearing and adopt resolution.
STATEMENT OF ISSUE 

The Citizen Participation Plan (CPP) is a document required by the U.S. Department of Housing and Urban Development (HUD) to notify the public of the local policies and process for the Community Development Block Grant (CDBG) program. The proposed CPP is a revision to the existing CPP, adopted with the 2017-2022 Consolidated Plan, and outlines the current processes, procedures and conduct of the CDBG Advisory Committee, CDBG applicants, and the CDBG staff. The City Council is now being asked to approve the Amendments to the Citizen Participation Plan.

DISCUSSION

The proposed CPP is a revision to the existing CPP, adopted with the 2017-2022 Consolidated Plan, and outlines the current processes, procedures and conduct of the CDBG Advisory Committee, CDBG applicants, and the CDBG staff. The new CPP will be effective January 21, 2020 through June 30, 2022. The CPP is used to inform and instruct the public on activities related to CDBG, such as the application procedures, and review and ranking of submitted applications. 

 

The proposed amendments include:

  • The revised makeup of a CDBG Advisory Committee;
  • The reinstatement of an application process for Non-Public Service activities;
  • The addition of a Community Outreach Plan.

The above changes were included as a recommendation by HUD. There were no comments from the public during the 30-day public notice period.

FINANCIAL IMPACT
Adoption of this resolution will ensure the City is in compliance with HUD regulations and can continue to receive CDBG entitlement funding.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION 
A notice was published in the Daily Republic on December 14, 2019, announcing the 30-day Public Comment Period running from December 14, 2019 through January 14, 2020. The notice was published in English, Spanish and Tagalog and also advised the residents of the Public Hearing at the City Council meeting on January 21, 2020. The proposed plan was made available at six locations throughout the City and on the City website.
ALTERNATIVE ACTION 
The City Council could choose to modify the revisions to the documents or to not adopt the revisions; however, the revisions were recommended by HUD.
