SUBJECT:Resolution 2020-05 of the City Council of the City of Fairfield Authorizing Execution of the License Agreement by and between the City of Fairfield and Tauzer Apiaries, Inc. to Place Beehives at Four City of Fairfield Owned Locations

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Tauzer Apiaries, Inc. (“Tauzer”) and the City of Fairfield (the “City”) wish to enter into a License Agreement for a term of one (1) year. Tauzer will be placing and maintaining beehives in four separate locations owned by and located within the City of Fairfield. The locations include portions of Cement Hill Road, Strassberger Drive, Red Top Road, and the North Bay Regional Water Treatment (“NBR”).
DISCUSSION
The City owns several rural parcels within the City of Fairfield that were identified by Tauzer to be ideal locations for beehive activity. Those locations include Cement Hill Road, Strassberger Drive, Red Top Road and NBR better known as Assessor Parcel Numbers 0170-010-130, -120, -370, 0170-230-010, 0166-060-200, -010, 0170-222-010, 0180-010-200, and -190 (“Premises”). Tauzer wishes to enter into a License Agreement to place and maintain beehives on the Premises. The Premises are located in underdeveloped areas with minimal residential development. The term of the License Agreement will be for one (1) year.

The proposed monthly rent will be a minimum of $2,000 per year ($500 per location) with the ability to increase based on the number of colonies on any of the Premises.

FINANCIAL IMPACT
The initial term of the License Agreement will generate a minimum of $2,000.00 per year in lease revenues for the City. These revenues will go into the City’s General Fund (011-99-000-6505).
