SUBJECT:Resolution 2019-273 of the City Council of the City of Fairfield Authorizing the City Manager to Execute Amendment No. 3 to the Freeway Maintenance Agreement between the City of Fairfield and State of California for Maintenance of Bus Ramp Lane and Improvements at the West Texas Street Interchange on State Highway Route 80

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
The City is in the process of obtaining an encroachment permit from the State of California Department of Transportation (Caltrans) for a bus ramp and roadway improvements on West Texas Street between the State Highway Route 80 off ramp and Beck Avenue. Due to these improvements, the City must amend the Freeway Maintenance Agreement between the City and Caltrans.
DISCUSSION

Construction of the West Texas Street Gateway Access Improvement Project (Project) is entirely within Caltrans right-of-way and subject to their approval. As part of the Project, staff is securing an encroachment permit for construction of the following improvements within the jurisdictional limits of the City:

 

  1. Construction of a dedicated bus off-ramp leading directly into the Fairfield Transportation Center (FTC)
  2. Modifying traffic signals at West Texas Street for the Eastbound I-80 off-ramp
  3. Construction of sidewalk on the south side of West Texas Street between the Eastbound I-80 off-ramp and immediately west of Beck Avenue
  4. Rehabilitation of the existing pavement and enhanced pedestrian crosswalks
  5. Construction of a raised median with planter area and installation of landscaping and irrigation
  6. Street trees, ground cover landscaping, ornamental fence, and decorative street lighting on both sides of West Texas Street between the Eastbound I-80 off-ramp and immediately west of Beck Avenue

A final condition of the encroachment permit is the execution of Amendment No. 3 to the Freeway Maintenance Agreement (FMA). Amendment No. 3 updates the City and State’s maintenance responsibilities of the future Project improvements. The City has agreed to maintain the bus ramp and roadway improvements detailed on Exhibit A of the FMA located within the Caltrans right-of-way and within the jurisdiction of the City. The annual cost for the City to meet the obligations is estimated to be $10,000.

FINANCIAL IMPACT
The Freeway Maintenance Agreement Amendment No. 3 will obligate the City to maintain the Project improvements, at an estimated annual cost of $10,000 beginning in Fiscal Year 2020/21 (Fund 011, Division and Responsibility Code 67011).
