SUBJECT:Resolution 2019-276 of the City Council of the City of Fairfield Allowing the City of Fairfield to Hire Judith Miron as a Part Time Payroll Specialist Senior as a CalPERS Annuitant Without a Six-Month Break in Service

RECOMMENDED ACTION 

Adopt resolution.

STATEMENT OF ISSUE 
The Payroll Specialist Senior requires specialized skills and expertise.  Judith Miron, the retiring Payroll Specialist Senior, possesses these skills and these skills are needed until a new Payroll Specialist Senior is recruited for and hired.
DISCUSSION

On December 2, 2019, Judith Miron will leave employment after over 29 years of service to the City of Fairfield and will officially begin her retirement on December 3, 2019. Ms. Miron is retiring from her current role of Payroll Specialist Senior.  She served as the Payroll Specialist Senior for more than 20 years. The Payroll Specialist Senior duties need to be fulfilled on a temporary, interim basis until June 30, 2021.  This would allow sufficient time for staff to recruit and train a replacement.  In addition, Ms. Miron may be needed during this time to assist with requirement gathering and testing related to the implementation of an Enterprise Resource Planning software system.  

 

After the adoption of the resolution, the City of Fairfield will appoint Judith Miron as a part-time annuitant effective December 3, 2019, through June 30, 2021. She will receive the Step 5 hourly rate of the Payroll Specialist Senior position of $35.71, be limited to working 960 hours in a fiscal year, and receive no additional compensation of any kind including no additional  benefits or paid time off. She has certified that she will not apply for nor receive unemployment insurance after retirement. This is an at-will appointment subject to immediate termination by the City of Fairfield for any reason at any time.


FINANCIAL IMPACT
The maximum impact could be $34,300, but will be based on actual need and time spent in the role.  This will be paid for by salary savings due to the vacancy in the full-time, benefited position upon Ms. Miron's retirement.

ALTERNATIVE ACTION 

The City Council could direct staff to seek a different candidate to fill the Payroll Specialist Senior function who does not require City Council approval. Someone with these specialized skills will most likely be another CalPERS annuitant, but one with at least 180-day break in service. This is not recommended due to the learning curve necessary for such a candidate to become familiar with the Fairfield-specific systems and processes and the time it would take to become effective is likely to be about the time a new Payroll Specialist Senior is scheduled to be hired.

 

Another alternative is to ask other staff in the Finance Department to take on the additional workload.  Backfilling with other temporary staff such as from a temporary staffing agency is not recommended since specialized skills and knowledge of Fairfield-specific systems are needed for the duties of this position.
