| | | | | | | | STATEMENT OF ISSUE | The Police Department’s indoor ranges are currently being repaired by Liberty Manufacturing. The rubber back-stop designed to capture bullets and prevent them from ricocheting lost its integrity and became a safety risk, which required immediate replacement.
On October 15, City Council approved Resolution 2019-231, authorizing the expenditure of $159,006.29 to make the repairs. Once work began, the installers realized there was more hazardous waste needing to be removed than initially expected. In order for them to remove and replace both back-stops, it will cost an additional $24,425.
Liberty Manufacturing Inc. is our current vendor used for maintenance at the range and has the knowledge and expertise required to remove the materials properly. |

| | | | | | | | DISCUSSION | The Fairfield Police Department opened Art Koch Range & Training Facility, a state-of-the-art indoor rifle and pistol range in 2008. Both the pistol and rifle ranges were created with light-to-medium use in mind; however, with the increased popularity from other agencies, the facility is being utilized five to six days each week.
Because of this, the back-stop in both ranges are needing replacement sooner than initially expected. The rubber pieces making up the back-stop is deteriorating at a higher rate due to its high usage rate. Liberty Manufacturing repaired the back-stop to the best of their ability in April, and again in May, but the back-stop is now unable to guarantee safety of those using the range due to the rubber pieces deterioration.
On October 15, 2019, the repairs were presented before City Council. Originally, the quote was for $159,006.29. Work began on the back-stops on October 16, 2019. During the replacement process, it was discovered that more hazardous waste was present and would need to be removed properly.
Liberty Manufacturing Inc. is familiar with our range and requirements already, and has presented an additional quote to remove the waste from the rifle and pistol range back-stops. The additional cost is beyond the allowed $15,900 variance and requires additional authorization by City Council. We are requesting to forego the bidding process since we are in current contract with this vendor and the work is in process with them already.
