SUBJECT:2021 Heart of Fairfield Implementation Plan Updates – Quarter 3

RECOMMENDED ACTION 
Receive and file report. 
STATEMENT OF ISSUE 
Staff seek to provide an overview of the Heart of Fairfield Implementation Plan to the City Council since the last quarterly report on July 20, 2021, for Quarter (Q) 2 2021. The report, and its attachments, also identify the completed and on-hold strategy items for Q3 2021 and the upcoming actions that each department will undertake for the coming quarter: Q4, 2021.
DISCUSSION
Staff seeks to keep council apprised of the projects and deliverables identified through the strategies of the Heart of Fairfield Implementation Plan. The plan categorizes the timing of objectives into the categories of ongoing, short term, and long-term phases. 

The following outlines the Q4 2021 upcoming actions of each department:

City Manager's Office

 City staff continue to work with County staff to coordinate a potential use for 701 Texas Street. The County has committed to painting the building to improve the entranceway into downtown from the east. One potential use for the building is an entrepreneur center which has been identified by council as a high-interest concept. Staff is also working to locate a prospective new brewpub: 910 Texas Street. It is both a vacant property and site of the retail to restaurant program, serving as an opportunity site.

Economic Development

Staff is developing the Cultural Arts Advisory Committee (CAAC) to serve as the guide to the Art in Public Spaces Program. Staff is coordinating with community groups and qualified applicants and seek to form the advisory committee by November 2021.

Public Works

Staff is initiating the West Texas Street complete streets project, consisting of improvements of the segment from Pennsylvania to Beck Avenue into a multi-modal corridor. Staff is starting with internal kick-off meetings, project scheduling coordination, and are beginning the design work and environmental review process.

Staff anticipate completing the eastbound I-80 off-ramp at West Texas Street, to provide direct bus access to the Fairfield Transportation Center (FTC), by mid-December 2021.

Staff propose Phase I of the Sidewalk Gap Closure and Americans with Disabilities Act (ADA) Improvement Project to repair pedestrian sidewalks and pathways in two subdivisions. One located in downtown and another one south of Texas Street. The sidewalks need to be brought up to code and improve connectivity between residential, business, and destination areas.
 
Housing Services

Staff continue to pursue strategies to utilize Accessory Dwelling Units (ADUs) as a form of affordable housing. Staff is resubmitting an application to the California Department of Housing and Community Development Department (HCD) to request $1 million in HOME funds for both the ADU program and Home Buyer Assistance Program.

Staff anticipate completion of the rehabilitation of the 6-unit property at 710-724 Ohio Street in October. Homeless services operator Community Action North Bay (CAN-B) will commence operations immediately after completion. 
 
Parks and Recreation

 The Veteran’s Day Parade is scheduled for November 11, 2021. Staff is also coordinating with the downtown liaison for the Christmas Tree Lighting ceremony in December.  

Planning 

Staff is finalizing analysis of fees for the Heart of Fairfield plan area to reduce development costs. Staff will implement use of the Senate Bill-2 Transportation Impact Study for any upcoming projects. 

Planning Commission will consider a rezone of the retail properties at the 99 Cent Store center on Beck Avenue, adjacent to the FTC. The rezone seeks to designate those properties for development of high-density transit-oriented housing.

FINANCIAL IMPACT
There is no direct financial impact resulting from this update. Subsequent Heart of Fairfield Implementation actions are likely to have financial impacts that will be detailed when presented to council for consideration.
