SUBJECT:Resolution 2021-253 of the City Council of the City of Fairfield Authorizing the City Manager to Purchase One Replacement Right-of-Way Spray Truck for the Public Works Department

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Unit 329 is a specialized right-of-way spray truck used by the Public Works Department. It is overdue for replacement and is budgeted within fiscal year (FY) 2020/2021. Adoption of the proposed resolution awards the replacement vehicle purchase to Ford Lincoln Fairfield in the amount of $188,420 plus taxes and authorizes the city manager to proceed with the replacement purchase.
DISCUSSION
Staff recommends the replacement of unit 329, a 2001 Ford F-450 with a specialized right-of-way spray body and equipment. This specialized unit is approximately five years past its useful life, is no longer reliable and needs either refurbishment of the spray equipment at a significant cost (in excess of 50% of the original vehicle cost), or replacement.

In August 2021, bids were solicited for the purchase of one right-of-way spray truck. On September 13th, 2021, bids were opened and Ford Lincoln Fairfield was the apparent low bidder. The bid price for the replacement of unit #329 is $188,419.75 plus taxes. Therefore, staff is requesting council adopt the proposed resolution authorizing the city manager to purchase one right-of-way spray truck to meet the needs of the Public Works Department.

FINANCIAL IMPACT
The total cost for purchase of one replacement right-of-way spray truck is $188,420 plus taxes, (Fund 512, Division and Responsibility Code 65007). This purchase is budgeted in the FY 20/21 Public Works Department Storm Drain Enterprise Vehicle Replacement Fund Budget.

ALTERNATIVE ACTION 
The council could reject this acquisition; however, this is not recommended because of the need to provide safe, serviceable, and cost-effective fleet vehicles.
