Resolution HA2021-13 of the Fairfield Housing Authority Approving the Fairfield Housing Authority Administrative Plan and Public Housing Agency Five-Year Plan for Fiscal Years 2021-2026

RECOMMENDED ACTION 
Hold public hearing and adopt resolution.
STATEMENT OF ISSUE 
The U.S. Department of Housing and Urban Development ("HUD") requires the Fairfield Housing Authority ("FHA") to periodically update its Administrative Plan subject to changing guidelines and prepare and submit a Public Housing Agency ("PHA") Five-Year and Annual Plan (5-Year Plan) to receive continued federal funding for the Housing Choice Voucher ("HCV") Program. HUD requires a minimum of one public hearing as a prerequisite for any plan approval.
DISCUSSION
The PHA 5-Year Plan informs HUD, residents, program participants, and the public of the FHA's mission and strategy to serve and provide rental assistance subsidies to extremely low-, very low-, and low-income families in the city of Fairfield. For fiscal year (“FY”) 2021-2022, HUD has allocated $10,753,765 to the HCV Program, including rental assistance payments and administrative fees. The funding received supports monthly rental subsidies for up to 887 households to obtain safe, decent, and sanitary housing within the city of Fairfield.

Updates to the PHA 5-Year Plan and FHA Administrative Plan will continue to maximize the utilization of vouchers by streamlining processes and audit risks. Emphasis will also be placed on customer service practices to improve the magnitude and level of services provided to Fairfield landlords and residents. 

Attached are the FHA 2021-2022 Payment Standards that will be effective December 30, 2021. These Payment Standards follow 24 CFR 982.503, requiring PHAs to adopt payment standards between 90% and 110% of the Fair Market Rents established by HUD each year.  

Environmental Review
The FHA's action to prepare and approve a PHA 5-Year Plan is statutorily exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15061, which exempts activities that propose no significant effect on the environment.

FINANCIAL IMPACT
Submission and approval of the PHA 5-Year Plan is the basis for receiving the $10,753,765 of federal funds from HUD to the FHA (Fund 21).
PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION 

A public hearing notice for the PHA 5-Year and Annual Plan was advertised in the Daily Republic newspaper on August 8, 2021, and made available for review at the following locations for over 45 days:

ALTERNATIVE ACTION 
The FHA could decide not to move forward with this item; however, the longevity of the HCV Program could be jeopardized and risk critical rental assistance subsidies to many vulnerable people in Fairfield.
