| | | | | | | | STATEMENT OF ISSUE | Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember. In Fairfield, the City Council is responsible for drawing council districts. Redistricting is done using U.S. Census data, which is released around October 1, 2021. For the City of Fairfield, the redistricting process must be completed by April 18, 2022. |

| | | | | | | | DISCUSSION | The City Council will seek input in selecting the next district map for our City. The public will have an opportunity to share with the council how they think district boundaries should be drawn to best represent the community.
Furthermore, a professional demographer will provide a background of the California Voting Rights Act (CVRA), introduce the mapping tools, and explain the process of redistricting.
District boundary maps will be drawn by a professional demographer in consultation with the City Attorney's Office and City Manager's Office based on the criteria prescribed by the law and public input. Community input is important to the districting process and all residents are encouraged to attend hearings to provide public input. Before adopting a final boundary map, the City must hold at least four public hearings at which the public is invited to provide input regarding the composition of voting districts. The hearings are publicly noticed and information about the redistricting process is also provided on the City’s website. At least one public hearing is required prior to the city drawing any draft maps of the district boundaries and at least two public hearings are required after after the City has drawn a draft map or maps of the proposed district boundaries.
