Resolution 2021-238 of Local Support Authorizing the Filing of an Application for Funding Assigned to the Metropolitan Transportation Commission and Committing Any Necessary Matching Funds and Stating the Assurance to Complete the Fairfield-Vacaville Hannigan Station Parking Lot Project; and

Resolution 2021-239 of the City Council of the City of Fairfield Approving a Professional Services Agreement with HNTB Corporation for the Fairfield-Vacaville Hannigan Station Parking Lot Project

STATEMENT OF ISSUE 
The City has been awarded $1.9 million from the Metropolitan Transportation Commission (MTC) Safe and Seamless Mobility Quick-Strike Program (Program) to construct an additional parking lot at the Fairfield-Vacaville Hannigan Station to increase parking capacity for potential growth and ridership. Adoption of the resolutions permits the Fairfield-Vacaville Hannigan Station Parking Lot Project (Project) access to $1.9 million in federal grant funding and provide professional services for the parking lot design.
DISCUSSION

Fairfield-Vacaville Hannigan Station is the newest train station on the Capitol Corridor and is within a rapidly growing priority development area. The demand for parking at this station has increased greatly since it opened in 2017. A study conducted in late 2019 found that parking demand was at 89% and would reach the capacity limit by late 2020.

To facilitate new ridership and to accommodate future growth, the proposed Project includes adding 163 new parking spaces and several electric vehicle charging stations, increasing the current capacity from 136 to 299 spaces.

Pursuant to the Quick Strike Mobility Funding Agreement (Agreement), the Solano Transportation Authority (STA) will distribute $1,900,000 to the City and the City will construct an additional parking lot at Hannigan Station. These funds are available through the program, which is administered by MTC. The City is required to obligate the construction phase funding by September 30, 2022. The Agreement provides that the City will work towards opening the Hannigan Station South Portal and construct a Class I trail by 2025, connecting the station to communities south of the train station and Travis Air Force Base.

As a requirement to receive grant funding, staff will submit an application to MTC for Regional Discretionary Funding in the amount of $1.9 million. As part of the application, MTC requires the Fairfield City Council to adopt a resolution committing the City to allocate local funds for any required improvements that are not eligible for grant funding.

The resolution shall demonstrate:

  • That the City of Fairfield understands that the Regional Discretionary Funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with additional Regional Discretionary Funding.
  • That the Project will comply with the procedures, delivery milestones and funding deadlines specified in the Regional Project Funding Delivery Policy (MTC Resolution No. 3606, revised).
  • Assurance of the City of Fairfield to complete the Project as described in the application, as included in MTC’s Federal Transportation Improvement Program (TIP).
  • That the Project will comply with all project-specific requirements as set forth in the Program.

 

Public Works staff is confident that the City will meet all of the conditions required by MTC.

In 2014, as part of the overall Fairfield-Vacaville Train Station project, HNTB Corporation completed the final design and preparation of construction contract documents for the site improvements and parking 163 parking lot expansion. With funding now secured to construct the planned improvements, additional design services are required to update and finalize the bid documents to meet current standards. Since HNTB is extremely well qualified to complete the design work and is familiar with the project, staff requested a proposal from HNTB to prepare construction contract documents. Staff reviewed HNTB’s proposal and found it to be complete and the fee to be reasonable.

HNTB’s proposal includes $139,619 in professional design services required to complete the design and bid documents. HNTB’s proposal forecasts a completion of their design in time to support the bidding of the project for construction by the end of 2021. The attached resolution would approve the contract with HNTB for this work and authorize the city manager to execute said contract.

Staff is requesting a 10% management reserve ($13,962) to cover unforeseen design scope revisions required as HNTB continues progressing the plans, specifications, and cost estimates.


FINANCIAL IMPACT
The proposed action will affirm the City’s intention to apply $1.9 million in grant funding under MTC’s Safe and Seamless Mobility Quick-Strike program, a competitive grant program within the One Bay Area Grant program (OBAG 2), to the Fairfield-Vacaville Hannigan Station Parking Lot Project. There is no local match associated with this grant funding.

Total authorization for the professional services contract will be $153,581 ($139,619 + 10% management reserve). Funds are budgeted in the adopted fiscal year 2021/22 through 2025/26 Capital Improvement Program in the Streets Capital Fund (Fund 252, Division and Responsibility Code 99364).

ALTERNATIVE ACTION 
If the council has any questions, the recommended action may be delayed so that staff can provide the necessary backup. Staff does not recommend this because this will delay the delivery of the Project.
