SUBJECT:Resolution 2021-232 of the City Council of the City of Fairfield Accepting the Allan Witt Community Park Phase 1 Skate Park Improvements and Phase 2 Dog Park Project as Complete

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
The adoption of this resolution accepts the Allan Witt Community Park Phase 1 Skate Park Improvements and Phase 2 Dog Park Project as complete.
DISCUSSION
On July 7, 2020, the City Council adopted Resolution 2020-131 approving a contract with R + R Pacific Construction for the Allan Witt Community Park Phase 1 Skate Park Improvements and Phase 2 Dog Park Project (“Project”). The Project consisted of access and security improvements at the skate park, and the construction of a new dog park. The skate park and dog park were opened to the public on April 6, 2021, and May 25, 2021, respectively.

Acceptance of the constructed improvements were slightly delayed due to on-going issues with the water fountains installed within the dog park. The contractor replaced the internal components of the water fountain based on manufacturer recommendations, however, the fountains continued to leak. In late July, Public Works Operations crews installed a pressure reducer on both water services which has remedied the problem. The remaining components of the Project were inspected and constructed per plan and are ready for council acceptance.

The construction authorization for the Project was approved for $3,820,987.45. This amount included $3,473,624.95 for the base bid and 10% contingency of $347,362.50. The final cost for the Project was $3,632,868.96, which is approximately 5% below the amount authorized for construction.

FINANCIAL IMPACT
Acceptance of the Project obligates the City to provide ongoing maintenance and repair of the skate park and dog park, except for the obligation of R + R Construction to repair or reconstruct defective work for a period of one year after final acceptance. Ongoing operations and maintenance of the skate park and dog park will be paid from General Fund (Fund 011, Division and Responsibility Code 67011).
