SUBJECT:Resolution 2021-184 of the City Council of the City of Fairfield Suspending Competitive Bidding and Authorizing the Purchase of Three Type I Fire Trucks

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Fire Department Unit #F1016 and #F1017 are Type I fire trucks that have met their useful life in full-time service and are due for replacement. Once replaced, these two trucks will be transitioned to part-time/reserve status. The fire department is also in need of an additional Type I fire truck for the future new fire station #36. The costs for these trucks are included in the fiscal year 2021/22 budget. Adopting this resolution authorizes the purchase of three Type I fire trucks from Golden State Fire Apparatus.
DISCUSSION
Type 1 fire trucks are the workhorse of the fire service. They are found at every station in Fairfield, and are used for responses such as EMS emergencies, structure fires, vehicle accidents and public assists. They are also commonly utilized at large scale mutual aid events such as state wildfire strike teams and natural disasters. These engines carry 500 gallons of water with pre-connected hoses which allows for rapid entry into burning homes without the initial need to utilize fire hydrants. Type 1 fire trucks also carry a variety of firefighting equipment such as ground ladders, lighting equipment, forcible entry equipment, and medical equipment like defibrillators and advanced life support drugs. These trucks serve as a mobile workspace for the firefighters who often times complete electronic patient care reports form the cab and rehab in the climate-controlled space after extreme physical exertion.

The Fire Department has two 2010 Hi – Tech Type I fire trucks, Unit #F1016 and #F1017, that have met their useful life in full-time service and are ready for part-time/reserve status. These vehicles are due for replacement and have been budgeted for in the Fire Department’s Vehicle Replacement Fund. In addition, the future new Fire Station #36 is in need of a Type 1 fire truck when it comes online.

Staff have recently approved guidelines for replacement of these types of fire trucks based on the National Fire Protection Association (NFPA) and other agency standards. Those guidelines allow for standardization of the Fire Department’s fleet as well as set guidelines for replacement schedules that formalizes replacement procedures. This will help to maximize fire fighter capabilities and minimize risk of injuries due to outdated vehicles that do not meet the available safety standards.

Upon receipt of the new vehicles, Unit #1016 and #1017 will be placed into reserve status, for use as backup trucks when the primary vehicles are undergoing preventive maintenance or repairs. The reserve trucks will also be helpful during the break-in period of the new trucks, if any warranty repairs or other items need to be addressed.

Specifications have been developed based on minimum safety standards established by the NFPA and meet vehicle typing requirements imposed by the State of California. Houston-Galveston Area Council (HGAC) has a rigorous bidding process and has awarded a contract for Type I trucks to Pierce Manufacturing utilizing their national buying power. Golden State Fire apparatus is the local dealer for Pierce Manufacturing and acts on their behalf.

The City has the opportunity to purchase the three Type I trucks utilizing the (HGAC) government procurement service. Utilizing the HGAC contract and pre-paying for the trucks will save the City over $189,100.

Staff is requesting that the City Council adopt the attached resolution to suspend competitive bidding and authorize the purchase of three Pierce Manufacturing Type I trucks from Golden State Fire Apparatus for $2,043,449.58 plus a 10% contingency for updated safety equipment for a total not-to-exceed $2,247,794.54 not including taxes. The lead time to build such complicated fire apparatus can be in the 385 - 415 day time frame, which may result in these vehicles not being delivered until FY 2024.

FINANCIAL IMPACT
The total cost for the three fire trucks shall not exceed $2,247,795 plus taxes and is budgeted within the Fire Department Vehicle Replacement Fund (fund 512, division and responsibility code 55009).

ALTERNATIVE ACTION 
The council could reject this acquisition; however, this is not recommended due to the operational risk of using an antiquated safety vehicle.
