SUBJECT:Resolution 2021-134 of the City Council of the City of Fairfield Incorporating a List of Projects Funded by SB 1: The Road Repair and Accountability Act for Fiscal Year 2021-22

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
The City is entering year five of the Road Maintenance and Rehabilitation Account (RMRA) funding program established by Senate Bill 1 (SB 1). To utilize RMRA funding, the City must submit a list of proposed street maintenance projects to the California Transportation Commission (CTC) annually by July 1st. The CTC also requires the proposed project list be included in the City’s Capital Improvement Program Budget and adoption of the resolution will fulfill these requirements.
DISCUSSION
In April 2017, the state passed SB 1 to provide additional funds to maintain local streets and roads. Starting mid-January 2018, the state controller began depositing portions of this new SB 1 funding into the newly created RMRA. The RMRA funding will be apportioned by formula to eligible cities and counties for basic road maintenance rehabilitation, and critical safety projects on the local streets and roads system. The City is projected to receive $2,247,329 of RMRA funding in fiscal year (FY) 2021-2022.

Each fiscal year, SB 1 requires the City to submit a list of projects to CTC that are proposed for expending RMRA funding. Last year SB 1 funds were utilized to complete road rehabilitation within the Chadbourne Road, Beck Avenue, and Courage Drive Business Center area. For FY 2021-2022, the project list must be submitted by July 1, 2021.

Roadway segments included on the FY 2021-2022 project list (included as Attachment 1 and map included as Attachment 2) are major arterials and collectors, carry high levels of traffic, and/or are connections to major industrial or commercial centers. The 2021 Pavement Maintenance Project proposes to improve the streets in the Fulton-Fermi-Watt area, Air Base Parkway from Peabody Road to Travis Air Force Base, and Travis Boulevard from Eisenhower Street to Sunset Avenue. The North Texas Water Main Replacement and Overlay Project includes a segment of North Texas Street from Travis Boulevard to Air Base Parkway proposed for grind and overlay which is an eligible RMRA expense.

Staff recommends the approval of the attached resolution and project list so that the listed streets will be eligible for the RMRA funding. The maintenance and rehabilitation project costs for the listed streets are much greater than the available RMRA funding in FY 2021-2022. Because of the limited amount of SB 1 funds, in order to accomplish these projects, the street maintenance and rehabilitation projects will also utilize Gas Tax and Measure P. The list will be evaluated and updated on an annual basis. In accordance with CTC requirements, the project list provides the project description, limits, schedule for completion, and estimated useful life.

FINANCIAL IMPACT
The proposed action allows the City to receive approximately $2,247,329 in FY 2021-2022 of RMRA funding for eligible roadways. Funds will be deposited in the Gas Tax-SB 1 Fund (Fund 055, division and responsibility code 99000). Funds from the Gas Tax - SB 1 Fund are to be transferred to the Streets Capital Project Fund (Fund 252, division and responsibility code 99499) to cover annual pavement maintenance contracts.

ALTERNATIVE ACTION 
The City Council may choose not to approve the attached resolution; however, this is not recommended because the City would not be eligible to receive SB 1 funding.
