SUBJECT:Discussion and Direction of the City Council of the City of Fairfield to Honor Past Council Members Berger, MacMillan, and Pettygrove

RECOMMENDED ACTION 
Review applications and provide direction to staff.
STATEMENT OF ISSUE 
Staff would like Council approval and direction for the naming of streets honoring former Councilmember Robbieburr Berger, former Councilmember and Mayor Karin MacMillan, former Councilmember Joy Pettygrove, and former Councilmember and Mayor George Pettygrove.
DISCUSSION
At the March 16, 2021, City Council meeting, Councilwoman Moy brought to staff’s attention the need to honor past women who have served on City Council, namely Robbieburr Berger (first City Councilwoman, elected in 1972) and Karin MacMillan (Councilmember and first Mayor, elected in 2001). She suggested naming a street or facility after each of them. By approved City policy, naming requests are managed via an application with the City Manager's Office. While preparing applications for the two honorees, staff noticed that husband and wife Joy and George Pettygrove (Joy as City Councilwoman elected in 1986 and George City Councilmember and Mayor, elected in 1991 and 1997, respectively) had not been honored for their combined service as the only husband and wife to serve on Fairfield City Council, and we have included their application in this packet as well.

City policy for naming City facilities (i.e., streets, parks, and buildings or portions of buildings) states that “only new facilities or additions to facilities are eligible for naming.” The policy also requires that these facilities must be named 60 days before public use. Because of these two requirements, staff seeks Council direction to work with developers of upcoming subdivisions to include streets named for the honorees Berger, MacMillan and Pettygrove.
