| | | | | | | | STATEMENT OF ISSUE | There have been significant changes in the demand for delivery of emergency medical services in Solano County in the last 10 years, including a significant increase in the level of medical calls required to be responded to by Medic Ambulance Service, Inc. and the Member Cities. |

| | | | | | | | DISCUSSION | Since 2000, Medic Ambulance Service, Inc has been an authorized provider of ALS services within the Solano County EMS system under Health and Safety Code section 1797.224 pursuant to a Master Services Agreement entered into with the Solano Emergency Medical Services Cooperative (SEMSC). In connection with entering into the Master Services Agreement, Medic Ambulance Service, Inc. also entered into the PPP Agreement with the participating Member Cities, under which these cities have provided ALS first response emergency service to their communities in order to improve the quality and level of emergency medical services.
In 2010, Medic Ambulance Service, Inc. commenced a new county-wide exclusive contract for emergency ambulance services and new PPP agreement to reflect conditions at the time of the contract. The agreement was due to expire on April 30, 2020, but pursuant to an amendment to the Master Agreement, SEMSC granted Medic Ambulance Service, Inc. an extension of the Master Agreement to April 30th, 2025.
Demand for service and the cost of delivering quality emergency medical services has changed substantially over the last decade. The First Amendment to the PPP Agreement will implement changes to the agreement that both Medic Ambulance Service, Inc. and the participating Member Cities find necessary and desirable to achieve the purposes of the partnership. Additionally, the First Amendment of the PPP will add the City of Suisun City as a participating Member City and party to the PPP Agreement.

| | | | | | | | FINANCIAL IMPACT | Fairfield currently receives $555,891 annually for participation in the PPP Agreement. With the adjustments proposed in the First Amendment to the PPP, Fairfield’s new allocation will amount to $948,286.79 in FY 21/22, $1,244,356.41 in FY 22/23, $1,462,265.22 in FY 23/24, $1,406,017.55 in FY 24/25, and $117,168.13 in FY 25/26 (Fund 011, Division and Responsibility Code 55012). The current agreement expires on April 30th, 2025. |

| | | | | | | | PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION | The First Amendment to the PPP Agreement was extensively reviewed and approved at the last public meeting of the Solano Emergency Medical Services Cooperative Joint Powers Authority on Thursday December 10th, 2020.
