SUBJECT:Resolution 2021-14 of the City Council of the City of Fairfield Approving a Lease Extension for Police Property and Evidence Storage Facilities

RECOMMENDED ACTION 

Adopt resolution.

STATEMENT OF ISSUE 

Evidence, seized vehicles, and items associated with various investigations were previously stored at Fairfield Fire Department Station 41. The property at Fire Station 41 did not provide necessary security, efficiency of operation, and possibly could have been sold since it was under control of the Successor Agency. For this reason, the City Council in 2015 approved a five-year lease to obtain additional storage space to effectively and efficiently process and maintain security and control of evidence.

DISCUSSION

The City of Fairfield currently leases approximately 12,600 square feet at 1891 Woolner Avenue, Suites F and H. The suites are under the secure control of the Property Unit with a small portion accessible and under the secure control of the Major Crimes and Crime Scene Investigation Units. The current space is sufficient to accommodate additional evidence and vehicle storage needs. The current lease for both suites expired on September 31, 2020.This space currently costs $5,330 per month plus approximately $250 per month for utilities.

 

Suite H at 1891 Woolner Avenue includes 700 square feet of office space. The space also includes a 10'x10' grade level roll up door and one restroom. The Police Department would continue to benefit by entering into a five-year lease extension for both Suite F and H beginning October 1, 2020, through September 30, 2025.

 

Working with Community Development staff, numerous properties have  been evaluated to meet this storage need. Due to the decrease in market availability, square footage costs for lease and / or purchase are relatively expensive at this time. Based on costs, ease of operations, and overall space availability, renewing both Suites F and H at 1891 Woolner Avenue is the most viable option.



FINANCIAL IMPACT

Suite H at 1891 Woolner Avenue would cost between $3,041 to $3,423 per month beginning October 1, 2020, which includes a 3% increase every October.

 

10/1/20 – 9/30/21 - $3,041 ($36,487 annually)

10/1/21 – 9/30/22 - $3,132 ($37,581 annually)

10/1/22 – 9/30/23 - $3,226 ($38,709 annually)

10/1/23 – 9/30/24 - $3,323 ($39,870 annually)

10/1/24 – 9/30/25 - $3,423 ($41,076 annually)

 

The total cost to lease Suite H is $193,723.

 

Suite F at 1891 Woolner Avenue would cost between $4,265 to $4,800 per month beginning October 1, 2020, which includes a 3% increase every October.

 

10/1/20 – 9/30/21 - $4,265 ($51,180 annually)

10/1/21 – 9/30/22 - $4,393 ($52,715 annually)

10/1/22 – 9/30/23 - $4,525 ($54,267 annually)

10/1/23 – 9/30/24 - $4,660 ($55,926 annually)

10/1/24 – 9/30/25 - $4,800 ($57,603 annually)

 

The total cost to lease Suite F is $271,723.

 

The combined total cost to lease Suites H and Suite F until September 30, 2025, is $465,446. This cost will be funded through the General Fund (Fund 011, Responsibility and Division Code 54002).
