SUBJECT:Resolution 2021-02  of the City Council of the City of Fairfield Amending the Departmental Position Control List to Add New Salary Steps for the Newly Created Parks and Recreation Superintendent

RECOMMENDED ACTION 

Adopt resolution.

STATEMENT OF ISSUE 

In the 2020-2021 mid-year budget request, the Parks and Recreation Department requested and got approval for a new Parks and Recreation Superintendent position to fulfill the functions of an assistant director.  Before this position could be filled, Human Resources staff was obligated to negotiate a new salary and job description with Fairfield General Managers Association. That process has concluded and staff is requesting that Council approve the new salary steps for this new position. 

DISCUSSION

After an organizational assessment at the beginning of the 2020 calendar year, staff recognized in order to improve service delivery and plan for strategic improvements in the City's parks and recreation programs, the Director of Parks and Recreation needed an assistant director for planning and project management support. 

 

Consequently, the Human Resources staff conducted a survey of comparable jurisdictions for salary and job descriptions survey to determine what job title would be most appropriate to serve as an assistant to the director.  HR staff's research showed the most appropriate job title to provide the type of support needed for the Director and was a Parks and Recreation Superintendent.  

 

After identifying the appropriate job description and a salary survey of comparable jurisdictions and internal comparison, HR staff met with FGMA to negotiate the creation of this new job title. Pursuant to Government Code 3500, HR staff is obligated to negotiate the new salary and job description with the Fairfield General Managers Association, which is the bargaining representative of assistant directors at the City. 

 

HR staff has successfully bargained the new job description and salary steps with FGMA and has reached an agreement.  The maximum monthly salary of this new position will be $11,847, which is 10% higher than the Parks and Recreation Manager salary and comparable to other jurisdictions of similar size.  


FINANCIAL IMPACT

The full cost of the position, which includes medical and retirement benefits, is approximately $213,246 will be funded by general Fund, Fund 011 (Division and Responsibility Code, 37001, Parks and Recreation Administration).  There will not be additional cost to the department for this new position because there are currently two vacant Parks and Recreation Manager positions that will not be filled.

ALTERNATIVE ACTION 

Council may decide not approve a resolution to amend the current departmental position control list.  If Council does not approve the proposed salary structure, then Director of Parks and Recreation Department will lack the planning and project management support needed to improve service delivery and planning for strategic improvements of the City's parks and recreation programs.
