SUBJECT:Public Hearing Regarding Draft Short Range Transit Plan (SRTP) for Fairfield and Suisun Transit

RECOMMENDED ACTION 
Receive report and hold public hearing.
STATEMENT OF ISSUE 
All transit agencies are required to adopt a Short Range Transit Plan (SRTP) every four years. The SRTP outlines the fiscally constrained operating and capital plan for the City for the next five years based on current funding levels. The City Council is being asked to hold a public hearing to receive comments on Fairfield and Suisun Transit’s (FAST) 2020 Short Range Transit Plan (SRTP).
DISCUSSION
Federal transportation statutes require that the Metropolitan Transportation Commission (MTC) develop and periodically update a long-range Regional Transportation Plan (RTP) and a Transportation Improvement Program (TIP), which implements the RTP by programming federal funds to transportation projects contained in the RTP. In order to effectively execute these planning and programming responsibilities, MTC requires that each regional transit operator receiving federal funding through the TIP prepare, adopt, and submit a Short Range Transit Plan (SRTP) every four years.

Federal regulations require the City make the draft report available for comment and hold a public hearing. City staff will seek a resolution to incorporate comments and adopt report findings at a subsequent City Council meeting.

The Solano Transportation Authority (STA) coordinates the Solano County SRTP process in collaboration with county transit operators. To complete this SRTP, STA contracted with the Moore & Associates, Inc. (Moore) to develop a Solano Coordinated Short Range Transit Plan (SCSRTP). The scope of the SCSRTP includes preparation of STRPs for each transit operator in Solano County.

This report presents the SRTP for FAST. It documents actual transit system performance for Fiscal Year (FY) 2015-16 through FY 2018-19 and provides future capital and operational projections through FY 2029-30.

To prepare the SRTP, Moore collaborated with City staff to update Goals, Objectives, Performance Measures, and Standards, evaluated existing FAST service, and analyzed existing conditions and trends. Moore then developed a recommended service plan, capital improvement plan, and financial plan to guide Fairfield and Suisun City residents’ transit needs within the financial capacity of FAST and the City.

FAST’s SRTP was almost completed when transit service operations nationwide were disrupted and adjusted due to the COVID-19 pandemic. Because the impacts of the coronavirus on transit are still unfolding, this SRTP will now represent FAST’s pre-pandemic performance. FAST’s service and funding projections will need to be reevaluated and adjusted at a future date because the effects of the coronavirus on transit are still unfolding.

The Public Draft SRTP is divided into five sections, including:
• Overview of Transit System
• Goals, Objectives, Measures, and Standards,
• System Service and Performance Evaluation,
• Capital Improvement Program, and
• Other MTC Requirements

Staff will provide a brief summary presentation of the Public Draft SRTP prior to the public hearing.

FINANCIAL IMPACT
All operating and capital expenses for FAST are supported with state and federal transportation grant funds. No City General Funds are used to operate FAST. Approval of a SRTP is required for FAST to remain eligible for regional, state, and federal transportation funding.
