SUBJECT:Continued City Council Workshop: Heart of Fairfield Gateways and Branding Study

RECOMMENDED ACTION 
Receive report and provide direction.
STATEMENT OF ISSUE 
The Heart of Fairfield Plan identified improvement of community gateways and directional signage as a key program for addressing the identity and improving the appearance of the entrances to the Heart of Fairfield. In 2019, the City retained the Melton Design Group, with lead subcontractor Gnu Group, to develop a signage and monumentation program for the Heart of Fairfield. The consultant team worked with staff to identify key locations and a design language for these gateways. 

At the request of Council, the consultants are providing additional options for the graphic branding elements in the Plan. 
DISCUSSION
At a July meeting of City Council, the consultant team presented an overview of concepts for the gateways. While Council expressed no opposition to the locations and design elements in the program, there was concern about the branding concepts presented. Council requested additional options other than the “windmill” focus developed to date.  

The consultant team has responded with a menu of three options for graphic elements and branding concepts for consideration by Council and the public.   

Staff is asking the Council to provide guidance and direction to staff and the consultant team on the program. Based on Council direction, staff will return with a completed package and potentially a Consultant Service Agreement to prepare working drawings. With these working drawings, the first phase of the project can be bid for construction next season.

FINANCIAL IMPACT
The Gateways and Branding Program will be funded through a combination of grants and AB1600 Urban Design funds, the latter of which is collected from development fees.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION 
In January 2020, the City sponsored a public workshop to obtain input from residents, business owners, the Fairfield Main Street Association, and other interested parties. The concepts and ideas developed during the workshop guided development of the Plan concepts. The initial concepts were presented in a public council meeting in July 2020.
