SUBJECT:Resolution 2020-194 of the City Council of the City of Fairfield Endorsing the Riding Together: Bay Area Healthy Transit Plan as a Baseline Set of Measures that Fairfield and Suisun Transit (FAST), Along with Other Bay Area Transit Agencies will Implement to Ensure the Health of Transit Riders and Workers During the COVID-19 Pandemic

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Since May 2020, Fairfield and Suisun Transit’s (FAST) has worked closely with twenty-four (24) Bay Area public transportation providers, the Metropolitan Transportation Commission (MTC), and an MTC-established Blue Ribbon Transit Recovery Task Force, to implement minimum health and safety mitigations to protect transportation riders and employees from COVID-19 transmission. These collaborative efforts resulted in creation of a Riding Together: Bay Area Healthy Transit Plan. The proposed resolution endorses FAST’s commitment and participation in this Plan.
DISCUSSION
The Federal Transit Administration (FTA) requires that public transportation providers identify, evaluate, and manage risks for the best outcome to the public and to those who provide services. The Riding Together: Bay Area Healthy Transit Plan seeks to minimize further risks related to the ongoing COVID-19 pandemic.

FAST has already proactively implemented many of the health and safety measures outlined in the plan by:

• Requiring all riders and operators wear face coverings while riding FAST buses and while waiting at FAST bus stops and facilities,
• Promoting social distancing on board buses and while waiting at bus stops and facilities,
• Limiting total ridership on vehicles,
• Providing bus operators and customer service staff with personal protective equipment (PPE), including face coverings, face shields, gloves, and hand sanitizer,
• Installing driver partitions on buses to provide an additional protective barrier,
• Daily disinfecting and cleaning of buses and facilities,
• Maximizing contactless fare payments on commuter vehicles,
• Promoting free fares and use of back door boarding on local buses to reduce direct driver and passenger interactions,
• Encouraging a temporary “Quiet Ride” communication campaign that requests passengers minimize talking, singing, or other verbal activities while riding public transportation, and
• Marketing and messaging measures through a variety of information mediums.

All endorsing agencies are agreeing to monthly report to MTC their monitoring and adherence to the plan via a publicly accessible dashboard. The dashboard will provide assurance to passengers and workers that ongoing steps are being taken to ensure a safe ride is available on all Bay Area public transportation systems.

FINANCIAL IMPACT
FAST’s expenses incurred to implement the plan’s health and safety protocols are being covered by Transportation Development Act (TDA) and CARES Act federal stimulus funding.

ALTERNATIVE ACTION 
The City could choose not to collaborate with other Bay Area transit agencies to adopt the Riding Together: Bay Area Healthy Transit Plan. However, that could jeopardize future federal, state and regional transit funding opportunities.
