| | | | | | | | STATEMENT OF ISSUE | The recommended action authorizes execution of the Improvement Agreement (“Agreement”) for the Villages at Fairfield – Portland Drive and Strassberger Drive Sewer improvements. |

| | | | | | | | DISCUSSION | As part of the development agreement (“DA”) executed between Rancho Tolenas Corp. (developer) and the City, Rancho Tolenas Corp. is required to upsize and reroute sewer infrastructure along Strassberger Drive and extend existing sewer infrastructure along Portland Drive as part of the Villages at Fairfield project.
Improvements are being constructed in coordination with the Fairfield-Suisun Sewer District’s (“FSSD”) new sewer lift station project along Portland Drive. The proposed sewer improvements will connect to the future lift station, which will be owned and maintained by FSSD. Sewer flows from the existing Bedford Falls Subdivision, future development along Strassberger Drive, and the future Village III subdivisions, shall be served by the future lift station. The existing sewer lift station serving this area, currently owned and maintained by City of Fairfield, shall be abandoned.
The developer has provided all the necessary bonds and insurance, and paid the fees required to enter into this Agreement. With Council authorization for the City to enter into and execute this Agreement, as described in the DA, Rancho Tolenas Corp. shall accrue $1,818,436.00 in fee credits applicable towards, and to be used for, Northeast Impact fees assessed by the City.

| | | | | | | | FINANCIAL IMPACT | There is no cost to the City in constructing the public improvements contemplated under the Improvement Agreement. The public improvements include: upsizing and extending existing sewer mains within Strassberger Drive and Portland Drive, abandoning unused existing sewer infrastructure, and installing improvements for connection of the future Fairfield-Suisun Lift Station. Once completed and accepted by the City Council, the improvements will obligate the City to maintain the storm drainage improvements. Maintenance costs for the public storm drainage improvements will be from the General Fund. Funding for the maintenance of any City-owned sewer collection system will be through annual revenue provided by the FSSD, based on current user rates; however, the proposed new sewer improvements are wholly owned and maintained by the FSSD. |
