SUBJECT:Resolution 2020-184 of the City Council of the City of Fairfield Suspending Competitive Bidding and Authorizing the Purchase of a Replacement Tiller Ladder Truck

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
Fire Department Unit #F0730 is a tiller ladder truck that has exceeded its useful life and is due for replacement. The replacement cost of this truck is included in the fiscal year 2020/21 budget. Adopting this resolution authorizes the purchase of one replacement tiller ladder truck from Golden State Fire Apparatus.
DISCUSSION
Fire Department Unit #F0730 is a 2007 Pierce Dash tiller ladder truck that has exceeded its useful life. The repair-only costs to keep this 13-year-old tiller ladder truck operational over the last four years is equal to 20% of the original purchase price. This vehicle is due for replacement and has been budgeted for in the Fire Department’s Vehicle Replacement Fund.

The tiller truck is a specialized piece of equipment that serves as the primary response to all vehicle extrication and rescue calls, in addition to providing a means for accessing tall rooftops and performing high angle rescues. Strategically located, this vital apparatus serves as the second company for the busiest fire station in Solano County (Station 37) located at 1200 Kentucky Street. Currently there is no back-up tiller ladder truck, so any out of service repairs result in reliance on neighboring jurisdictions to respond with their like unit to Fairfield for a variety of calls. Additionally, owning a functional tiller ladder truck is also one of the key factors that the Insurance Services Office (ISO) uses when rating a city’s emergency response capabilities and in turn could impact resident premiums.

Upon receipt of the new vehicle, Unit #F0730 will be placed into reserve status, for use as a backup truck when the primary vehicle is undergoing preventative maintenance or repairs. A backup truck will also be helpful during the break-in period of the new truck, if any warranty repairs or other items need to be addressed.

Specifications have been developed based on minimum safety standards established by the National Fire Protection Association (NFPA) and meet vehicle typing requirements imposed by the State of California. Houston-Galveston Area Council (HGAC) has a rigorous bidding process and has awarded a contract for tiller ladder trucks to Pierce Manufacturing utilizing their national buying power. Golden State Fire Apparatus is the local dealer for Pierce Manufacturing and acts on their behalf.

The City has the opportunity to purchase the replacement tiller ladder truck utilizing the (HGAC) government procurement service. Utilizing the HGAC contract and pre-paying for the tiller ladder truck will save the City over $97,646.

Staff is requesting that the City Council adopt the attached resolution to suspend competitive bidding and authorize the purchase of a replacement Pierce Manufacturing tiller ladder truck from Golden State Fire Apparatus for $1,884,558.50. The lead time to build such a complicated fire apparatus can be in the 470 – 500 day time frame, which may result in this vehicle not being delivered until FY 2022.

FINANCIAL IMPACT
The total cost for the replacement of Unit #F0730 is $1,884,558.50 and is budgeted within the Fire Department Vehicle Replacement Fund (Fund 512, Division and Responsibility Code 55009).
