SUBJECT:Resolution 2020-154 of the City Council of the City of Fairfield Approving the Plans and Specifications and Awarding a Contract to FBD Vanguard Construction, Inc. for the Green Valley Road Bay Area Ridge Trail Crossing Project and Updating the Fiscal Year 2020/2021 Budget

STATEMENT OF ISSUE 
The Green Valley Road Bay Area Ridge Trail Crossing Project (Project) provides safety improvements for bicyclists and pedestrians using the Bay Area Ridge Trail and will close an existing gap for trail users having to cross multiple lanes of vehicular traffic. The City has secured $201,000 in Transportation Development Act (TDA) grant funds to construct the improvements. Adopting this resolution approves the plans and specifications for the Project, awards a contract to FBD Vanguard Construction, Inc., and updates the budget for fiscal year 2020/2021.
DISCUSSION
The Bay Area Ridge Trail is a regional trail spanning the nine counties of the greater San Francisco Bay Area. Currently, there are over 375 miles of trail with the goal of creating a continuous 550-mile multi-use trail spanning the hill and mountain ridges of the Bay Area. In Fairfield, the Bay Area Ridge Trail provides a direct link from Vintage Valley Ridge Trail to Rockville Hills Regional Park. A segment of trail improvements are currently missing at the intersection of Green Valley Road and Westlake Drive.

The gap across Green Valley Road and Westlake Drive spans a major high-speed arterial carrying up to 20,000 cars per day. Under current conditions, trail users must cross multiple lanes of vehicular traffic at both Green Valley Road and Westlake Drive, as well as contend with non-compliant American Disabilities Act (ADA) curb ramps and a lack of pedestrian crossing signs and safety features.

The Project includes an improved crosswalk for trail users to cross at a single point at Green Valley Road, new ADA accessible curb ramps, trail signage designating the pathway as being part of the Bay Area Ridge Trail, and Rectangular Rapid Flashing Beacons (RRFB) similar to those installed in other areas around the city.

Bids for the project were opened on June 23, 2020. Five bids were received, with the bid amounts submitted ranging in price from $241,072.00 to $251,550.00. The Engineer’s Estimate is $219,000.00.

Staff completed the review of FBD Vanguard Construction, Inc. bid and found it to meet all bid requirements. Staff recommends awarding the Project to FBD Vanguard Construction, Inc. in the amount of $241,072.00.

FINANCIAL IMPACT
The construction authorization for this project will be $265,180.00, which is the total bid amount, plus a 10% contingency ($241,072.00 total bid + $24,108.00 contingency). Funding for construction of the Project is accounted for in the Streets Capital Fund, $201,000.00 (252, Division and Responsibility 99519) utilizing grant funds. Funds from Gas Tax (Fund 051, $64,180) are to be transferred to the Streets Capital Project Fund, (Fund 252, Division and Responsibility Code 99519) to cover the cost of this project. Finance has confirmed that adequate reserves in Fund 051 exist and that no projects will be jeopardized by this additional expenditure.

PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION 
A notice inviting bids for this project was advertised twice in the Daily Republic newspaper on June 1 and June 8, 2020. In addition, staff emailed a notice of the project and/or a complete bid package to a total of 17 builder’s exchanges in the State of California covering the area from Redding to San Jose and Stockton to Santa Rosa. A total of eight (8) contractors purchased bid documents for this project from the digital Fairfield Plan Room website.
