SUBJECT:Resolution 2020-157 of the City Council of the City of Fairfield Approving Final Map and Authorizing Execution of the Subdivision Improvement Agreement for the Villages at Fairfield – Village II – Lot 1 Subdivision

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
The recommended action approves the Final Map and authorizes execution of the Subdivision Improvement Agreement (“Agreement”) for the Villages at Fairfield – Village II – Lot 1 Subdivision.
DISCUSSION
As part of the overall Villages at Fairfield project, TRI Pointe Homes, Inc. is proposing to build the Village II – Lot 1 Subdivision consisting of 119 single-family lots, located east of Clay Bank Road and north of Air Base Parkway.

The proposed subdivision directly abuts the Linear Park, between Clay Bank Road and Portland Drive. Residents of this future subdivision will have direct access to the Linear Park from within the subdivision. Construction of this segment of the Linear Park has been previously authorized by Council, and improvements are nearly complete.

The tentative subdivision map requirements include the construction of streets, underground utilities, streetlights, and landscaping. The Agreement authorizes construction of all public improvements, except landscaping. Proposed landscape improvements are currently undergoing City review and will be brought to Council at a later date.

The developer has provided all of the necessary bonds and insurance, and paid the fees required to enter into this Agreement.

FINANCIAL IMPACT
There is no cost to the City in constructing the public improvements contemplated under the Agreement. Acceptance of the public improvements will obligate the City to maintain the improvements. The public improvements include the streets, sidewalks, public utilities (water, sewer, storm), streetlights, and appurtenant facilities associated with each. The City’s portion of the property tax collected through the County is expected to be approximately $108,000 assuming an assessed per home value of $550,000. Water and sewer rates, sewer service fees, storm drainage maintenance fees, gas tax, and general fund will be used to offset costs of services provided by the City. All interior landscaping is maintained by the various fronting property owners. The development area is required to annex into the following districts: Community Facilities District (CFD) #2012-2 to provide funding for public safety services, open space operation and park maintenance; and the Lighting and Landscape Maintenance District (LLMD) #14 for the maintenance of the public lighting and landscaping within the Woodlake area.

ALTERNATIVE ACTION 
Sections 66458 and 66462 of the Subdivision Map Act require that the City Council approve the Agreement if conditions of the tentative map have been met. The developer has met the necessary conditions and has provided the proper documents for the Agreement. Additionally, pursuant to Section 25.165 of the City of Fairfield municipal code, prior to Council approval of the final map, the developer is required to enter into an agreement with the City for proposed improvements. However, if the City Council has any questions regarding the public improvement construction, approval can be postponed until the questions are addressed.
