STATEMENT OF ISSUE 
Transportation planning is a highly specialized and complex field that entails navigating the ever-changing federal and state regulatory compliance requirements. With the recent implementation of Senate Bill 743 (SB743), the City requires additional technical support to analyze private development impacts on the City’s existing transportation network. Adoption of the first resolution authorizes a design services agreement for technical assistance and transportation planning services on an as-needed basis.

The second resolution authorizes a focused transportation study, which will analyze the parking supply and circulation network within downtown Fairfield. This study will build on the past Heart of Fairfield Plan efforts to provide long-range planning strategies for capital improvement investments for core roadways within the downtown area.
DISCUSSION
On-Call Design Services Agreement
The Public Works Department hires “On-Call” engineering firms to augment existing staff workload. These “On-Call” engineering firms support a variety of the City’s workplan programs and highest priority projects, especially where tight deadlines need to be met or special expertise is required. Staff has successfully utilized open On-Call agreements for plan check services, specialty water engineering, and environmental review services in the last five years. The “On-Call” agreement prevents the need for multiple individual agreements and the delays and cost increases that would likely result from a segmented approach.

Fehr & Peers has worked with the City since the early 2000s. Example of duties to be completed with this agreement include environmental reviews, transportation policy development, preparation of complex grant applications, and traffic engineering. An initial scope of work includes the preparation of implementation guidance for the still evolving SB743. SB743 is effective July 1, 2020, and impacts new private development and Capital Improvement Program projects. SB743 shifts the transportation impact analysis review in the California Environmental Quality Act from Level of Service (LOS) to vehicle miles of travel (VMT).

The term of the agreement is for three (3) years from the effective date of the contract, with the ability to extend the agreement for two (2) additional one-year terms upon mutual consent of the firm and the City Manager.

Downtown Fairfield Parking and Circulation Analysis
In 2019, downtown businesses and stakeholders approached staff with the desire to increase parking supply along portions of Jackson Street and Webster Street. The concept plan included the conversion of Webster and Jackson Street, which both allow two-way traffic, to a one-way couplet with a combination of angled and parallel parking. To understand the traffic flow impacts, staff conducted a study to analyze existing parking supply, identified issues with imbalanced parking utilization, and made recommendations for better parking management in the study area.

The intent of the new task order with Fehr and Peers is to expand the scope of work from the 2019 study to a larger area bounded between Jefferson Street to Pennsylvania Avenue. Fehr and Peers will perform field surveys to inventory the existing parking supply and facilities, complete a parking demand model of existing and future uses, conduct public stakeholder meetings, and prepare circulation layouts and preliminary costs estimates. The Fehr and Peer’s study will include implementable actions for consideration, such as potentially repurposing off-street parking lots for redevelopment, per the Heart of Fairfield Plan. The proposed task order is for a not-to-exceed amount of $109,850.

FINANCIAL IMPACT
The attached resolutions authorize the City Manager to enter into an agreement with Fehr and Peers for transportation planning services for a total annual authorization limit of $300,000 per twelve-month period. Funding is included within Fiscal Year (FY) 2019-20 through FY 2023-24 Capital Improvement Program through the Capital Streets Funds (Fund 252, Division and Responsibility Codes 99384 and 99413) utilizing AB1600 Traffic Impact Fees, Gas Tax, and Construction License Tax.

Total authorization for the task order is $109,850. Funds are budgeted in the adopted FY 2019-20 through FY 2023-24 Capital Improvement Program through the Capital Streets Funds (Fund 252, Division and Responsibility Code 99513) utilizing Construction License Tax.

If the City Council has any questions, this request may be delayed so that staff may provide the necessary backup. The City Council could choose not to approve the proposed contracts but that is not recommended because priority work required by the CEQA environmental review must be conducted to remain compliant.
