| | | | | | | | STATEMENT OF ISSUE | The proposed resolutions will accept the subdivision and landscape improvements for Strawberry Fields & Ivy Wreath Subdivision as being complete. |

| | | | | | | | DISCUSSION | East Tabor Estates, LLC has completed all the required subdivision and landscape improvements at Strawberry Fields & Ivy Wreath Subdivision in accordance with the Improvement Agreements approved by the City Council on September 4, 2018, by Resolution No. 2018-220 and Resolution No. 2018-221. This residential project consisted of 111 single-family lots located south of East Tabor Avenue and west of Walters Road.
Staff have inspected the subdivision and landscape improvements and found them to be complete in accordance with City standards and the requirements of the Subdivision and Landscape Improvement Agreements. The proposed resolutions accept the subdivision and landscape improvements as being complete, except for the obligation of East Tabor Estates, LLC to repair or reconstruct defective work for a period of one year after final acceptance.

| | | | | | | | FINANCIAL IMPACT | Acceptance of the improvements obligate the City to maintain the improvements, which include the streets, sidewalks, streetlights, storm drains, and sewer and water mains. The City’s portion of the property tax, collected by the County, is expected to be approximately $91,575 under the assumption that each home has an assessed value of $500,000. Revenue from water and sewer usage service fees, storm drainage maintenance fees, gas tax, and the General Fund will be used to offset the cost of services provided by the City. All landscaping will be maintained by the Homeowner’s Association or various fronting property owners. On October 2, 2018, the development was annexed into Community Facilities District 2012-2 with the adoption of Resolution No. 2018-249, which provides a funding source for public safety services, open space operation, and park maintenance in the development area. |
