| | | | | | | | STATEMENT OF ISSUE | The developer for the Villages at Fairfield project is constructing improvements to Horizon Circle and segments of Linear Park. Accepting a portion of Horizon Circle as a public street, where it bisects the Linear Park, provides uninterrupted vehicle access along Horizon Circle, and facilitates future maintenance of the roadway and utility improvements. |

| | | | | | | | DISCUSSION | In August 2019, Council authorized Rancho Tolenas Corp. (developer) to commence construction on the Villages at Fairfield, Village II – Master Infrastructure improvements. The Villages at Fairfield project is located east of Clay Bank Road and north of Air Base Parkway. The developer’s planned work includes improvements to Horizon Circle, which includes roadway, utilities, bridge structure, and street lighting improvements.
The master planned development always intended for Horizon Circle to bisect the Linear Park, which is owned in fee by the City of Fairfield. Once construction of Horizon Circle is completed, it will provide residents of the subdivision north/south access. Approval of the attached resolution will declare this land to be a public right of way and provide for its acceptance into the City street system.
