| SUBJECT: | Discussion and Direction of the City Council of the City of Fairfield to Create a Citizen Budget Committee and Establish its Purpose and Constitution |

| | | | | | | | STATEMENT OF ISSUE | When the City Council considered and approved the budget appropriations for FY2020/21 at the Council Meeting on June 16, 2020, and in response to members in attendance who petitioned the City Council to “defund” the police department, the City Council discussed an idea of forming a citizen budget committee. Council directed staff to place on the agenda this idea for discussion and possible action. |

| | | | | | | | DISCUSSION | Staff committed to the Council a mid-fiscal year review of the budget appropriation for FY2020/21. The purpose of year a mid-fiscal year budget review is:
1. To determine estimated revenue loss due to COVID-19 as more accurate and timely information becomes available.
2. Review the revenue situation and make budget adjustments to reflect estimated revenue loss for the fiscal year.
3. Review whether substantial budget and service level cuts would be required to balance the budget.
Council discussed an idea to establish a budget committee to spend the next 6 months reviewing the budget.
If the City Council chooses to move forward with the establishment of a citizen budget committee, certain questions and concerns should be addressed during Council’s discussion of this action.
1. What is the purpose and goals of this committee?
2. What tools shall be allocated to the committee to accomplish the stated purposes and goals?
3. Who shall serve on the committee and how shall it be constituted?
4. Are there other more effective and efficient options available to help accomplish the established goals of the Council?
