| | | | | | | | STATEMENT OF ISSUE | The Jepson Parkway Phase 2A Project (“Project”) is now complete and ready for acceptance by the City Council. |

| | | | | | | | DISCUSSION | The cities of Fairfield and Vacaville and the Solano Transportation Authority (STA) began collaborating in 1999 to develop an alternative route to Interstate 80 through eastern Suisun, Fairfield, and Vacaville. In addition to providing local residents with efficient access to I-80, the multi-phase, four-lane arterial roadway, branded “Jepson Parkway,” would help facilitate approximately 8,000 new residential housing units, 200,000 square feet of commercial development, and 350,000 square feet of industrial development in the northeast area of Fairfield by the year 2035.
In June 2011, the Fairfield City Council, Solano County Board of Supervisors, and STA Board of Directors approved a Memorandum of Understanding (MOU) that established the basic framework to facilitate the portions of this joint project located in Fairfield. Under the provisions of the MOU, this regional project was to be funded one-half by local funds and one-half by non-local funds allocated through the STA. Contributing toward their funding obligation, the STA secured federal funds through the Statewide Transportation Improvement Program (STIP) for Phase 2A of the Jepson Parkway buildout. Phase 2A includes street-related improvements and construction of the portion of Jepson Parkway between Peabody Road and a point approximately 1,500 linear feet south of Canon Road. This key segment provides transportation and sewer infrastructure to support approximately 500 new residential housing units that are part of the Canon Station Development Planning Area 4.
On November 1, 2016, Council approved Resolution 2016-252 to award a $12,561,355.50 contract to DeSilva Gates Construction L.P. for the completion of Phase 2A (Federal-Aid Project No. RPSTPL-5132(045)). Council approved Resolution 2018-79 on May 1, 2018 which amended the total authorized construction amount to $14,857,491.05 to accommodate unforeseen project expenditures. The final cost for the project is $14,554,162.37 which is 2% under the amount authorized by the City Council.
