| | | | | | | | STATEMENT OF ISSUE | The proposed resolution approves the Fairfield and Suisun Transit (FAST) Public Transportation Agency Safety Plan (PTASP). The PTASP is required for compliance with the new Federal Transit Administration (FTA) Rule. The two main goals of the PTASP are: 1) manage safety risks; and 2) prioritize capital investments through performance-based planning. Annually, the City is required to review, update, and recertify the safety plan. FTA will also review this Safety Plan as part of FAST’s FTA Triennial Review. |

| | | | | | | | DISCUSSION | On July 19, 2018, the FTA published the PTASP Rule. The PTASP requires transit operators of public transportation systems that receive federal funds under FTA's Urbanized Area Formula Grants to develop a PTASP. The PTASP includes the processes and procedures to implement a Safety Management System (SMS). The Rule, referred to as 49 CFR Part 673, became effective on July 19, 2019 with a July 20, 2020 safety compliance deadline.
The PTASP must include all applicable requirements of 49 CFR Part 673, which dictates the creation of an agency’s own SMS, outlining the agency’s Safety Management Policy, Safety Risk Management, Safety Assurance and Safety Promotion policies and procedures. FTA has adopted these principles and methods as a basis for enhancing the safety of public transportation in the United States.
The FAST PTASP consolidated preexisting safety policies and procedures of the City of Fairfield’s Transportation Division, Fleet Management Division and FAST operating contractor MV Transportation into one cohesive safety focused document for FAST Transportation Services. This document will ensure FAST uses the FTA’s Safety Management System approach to continue its efforts to improve safety from this point forward.
A draft of FAST’s PTASP was submitted on April 30, 2020 to the FTA’s Technical Assistance Center (TAC) for review. The TAC determined that the Safety Plan was compliant with the requirements outlined in the PTASP Rule. If approved, the FAST PTASP will be submitted to the FTA by the July 20, 2020 due date.

| | | | | | | | FINANCIAL IMPACT | There are no costs to the City related to approving or implementing the FAST PTASP. Approval of this resolution allows the City of Fairfield to continue receiving federal funding to offset operations and capital expenses for FAST. |
