| SUBJECT: | Resolution 2020-126 of the City Council of the City of Fairfield Adopting the Revised Code of Conduct for Fairfield and Suisun Transit (FAST) Fixed Route and Paratransit Services |

| | | | | | | | STATEMENT OF ISSUE | Currently, Fairfield and Suisun Transit (FAST) has separate Code of Conduct and Suspendible Conduct polices that apply to fixed route and paratransit riders on buses, and at FAST transportation facilities. The Code of Conduct Policy was created to clearly identify expectations for reasonable passenger behavior, while the Suspendible Conduct Policy outlined the consequences of not following the Code of Conduct. FAST staff is recommending the two policies be combined and identified as the FAST Code of Conduct Policy. This resolution approves the FAST Code of Conduct and authorizes the Director of Public Works to make minor revisions to the document. |

| | | | | | | | DISCUSSION | On August 15, 2006, City Council approved separate suspendible conduct policies, one for FAST fixed route and one for paratransit services. Both 2006 policies included a code of conduct for outlining expected consequences and resulting consequences for improper conduct.
Fairfield staff recently reviewed and updated these two documents. Since both policies are interrelated and ensure a clear and concise message is relayed to riders, staff is recommending that the two policies be combined into one document entitled the Code of Conduct. The revised document integrates these two related policies, ensures all information is under one policy, and consolidates rider notices.
