| | | | | | | | STATEMENT OF ISSUE | The adoption of this resolution will approve the 2020-2021 Supplement to the Engineer’s Report for the Smith Ranch Assessment District and provide for the levy and collection of assessments within the Rancho Solano Subdivision for the maintenance of private streets and storm drainage within the district. |

| | | | | | | | DISCUSSION | The City formed the Smith Ranch Assessment District (District) in 1986. In addition to providing funding for some of the initial infrastructure improvements for the Rancho Solano Subdivision, the District also allows for the levy of annual assessments within the District boundaries to fund capital maintenance and improvements of the private streets and private street storm drains that were originally constructed by the District. This annual assessment does not change ownership of this infrastructure. They remain privately owned. The current per lot annual assessment of $325 will remain unchanged for fiscal year 2020-2021. The assessment is within the adopted range of ($195-$395) established for the District.
The adoption of this resolution will approve the 2020-2021 Supplement to the Engineer’s Report for the levy and collection of assessments. The District’s budget requires the accrual of substantial reserves for the long-term repair and maintenance of the District’s facilities. The City Council preliminarily approved the Supplement to the Engineer’s Report on April 21, 2020. Final approval of the assessments requires a minimum of a 10-day public hearing process, which is scheduled for the May 19, 2020 City Council meeting.
