| | | | | | | | STATEMENT OF ISSUE | The adoption of this resolution will grant preliminary approval of the fiscal 2020-2021 Engineer’s Report for Maintenance District No. 13 – North Cordelia for levy and collection of assessments, set the date for the public hearing, and provide for notice thereof. |

| | | | | | | | DISCUSSION | The City formed this special district in the early 1990’s, under the State of California Landscape and Lighting Act of 1972, to provide a funding source for the maintenance of the public landscaping and lighting improvements within the Green Valley area.
The preliminary approval of the engineer’s reports is the first step in the process of levying the annual assessments. Final approval of the assessments requires a public hearing, which has been scheduled for the June 16, 2020, City Council meeting. This district is comprised of a mixture of residential and commercial properties. The proposed per lot assessment for residential properties for Citation Northern and Pulte Developments and residential developments east of Green Valley Road will remain the same at $138 per residential unit. The proposed assessment for Hidden Meadow will increase by $66.43 per lot, a 10% increase. The increase in the assessment amount is required because required reserves have not been met with the current assessments.
The approved assessment ranges for these areas are Citation and Pulte developments at $80.00 - $188.74, residential developments east of Green Valley Road at $70.00 - $178.26; and Hidden Meadows at $563.44 - $792.39. The total assessments collected from the property owners for the next fiscal year will be approximately $510,302.

| | | | | | | | FINANCIAL IMPACT | The proposed annual revenue for this district includes assessments of $510,302, interest of $1,500, and a General Fund (Fund 011, Division and Responsibility Code 99000) contribution of $40,645 for a total of $552,447. The City’s General Fund contribution is made to cover the costs of maintaining portions of the street lights, arterial median landscape and irrigation which have been determined to be a general benefit to City residents rather than a special benefit to the Green Valley residents. The City’s contribution is in accordance with Resolution 91-213B and appears on the General Fund contribution line of the district’s budget. |

| | | | | | | | PUBLIC CONTACT/ADVISORY BODY RECOMMENDATION | City staff met with the Residential Landscape Maintenance District Review Committee on April 30, 2020. The committee reviewed the proposed budgets and assessments for this district.

| | | | | | | | ALTERNATIVE ACTION | If City Council has any questions, this request may be delayed so that staff can provide the necessary backup. However, not approving this Resolution will prevent the City from collecting assessments for the 2020-2021 tax year. |
