| | | | | | | | STATEMENT OF ISSUE | Staff has prepared The Annual Report on the General Plan in compliance with Section 65400 of the California Government Code, which requires the planning agency to provide an annual report each year to the legislative body, the Office of Planning and Research, and the Department of Housing and Community Development (HCD), regarding the status of the City’s General Plan and progress in its implementation, including the progress in meeting its share of regional housing needs. Following City Council review, staff will submit the Annual Report to the State. |

| | | | | | | | DISCUSSION | This Report focuses on actions taken during 2019 and is the 17th Annual Report since the Council adopted the Comprehensive Amendment to the General Plan in June 2002.
Key projects implementing the General Plan this past year are listed below and described in more detail in the attached Annual Report document:

As required by State law, staff also prepared the Annual Element Progress Report for submission to Department of Housing and Community Development (HCD). Effective in 2018, the State added significant additional data requirements to the Annual Housing Element Progress Report, including:
- the number of housing applications received in 2019, including the number and location of proposed, approved, and disapproved units by income levels;
- the number of new housing units that received a planning and zoning approval, building permit, or certificate of occupancy, identified by location, housing tenure (renter/owner), and income category;
- tracking of housing development projects summited, approved, permitted, or constructed under Senate Bill 35 streamlining; and
- a listing of sites rezoned to accommodate the city’s regional housing need.
