SUBJECT:Resolution 2020-30 of the City Council of the City of Fairfield Appointing Dawn La Bar as a Member of the Community Action Partnership of Solano, Joint Powers Authority and Shelley Tiran as the Alternate Member to a Two-Year Term to Expire June 30, 2022

STATEMENT OF ISSUE 
The City Council is being asked to consider renewing the appointment of Dawn La Bar, Special Projects Manager, to the Community Action Partnership (CAP) of Solano, Joint Powers Authority (JPA) and Shelley Tiran, Quality of Life Program Coordinator, as an alternate for a two-year term to expire June 30, 2022. Currently, Dawn La Bar serves as the City’s appointee and is the Board’s Vice-Chair. Dawn La Bar was appointed in June 2014 and her current term will expire on June 30, 2020; therefore, the City Council is being asked to consider the renewal of Dawn La Bar and the appointment of Shelley Tiran as alternate to CAP Solano, JPA.
DISCUSSION
In 1999, Solano County and the cities of Fairfield, Suisun City, Vallejo, Benicia, and Dixon formed the Solano Safety Net Consortium to develop and implement strategies, services, and systems that assist low-income and homeless persons to become self-sufficient. In 2006, the organization was renamed CAP Solano, reflecting a national trend of community organizations and local governments working in partnership to reduce homelessness and provide basic safety net services.

As the designated Community Action Agency (CAA) for Solano County, CAP Solano, JPA administers the Department of Housing and Urban Development (HUD) and Community Service Block Grant (CSBG) funding and contracts, and the coordination of services. Over the past five years, CAP Solano, JPA made significant strides in their efforts to increase funding and reduce poverty and homelessness in Solano County.

In particular, in 2019, CAP Solano, JPA applied for and was awarded grant funding from the following (to name a few):

1. Awarded $4.9 million in Homeless Emergency Aid Program (HEAP) funding for emergency shelters, youth services, and prevention diversion services.

2. Awarded $689,901 in California Emergency Solutions and Housing (CESH) funding for rental assistance, housing relocation, and stabilization services to ensure housing affordability to individuals experiencing homelessness or those at risk of homelessness.

3. Awarded $188,389.10 in Community Services Block Grant (CSBG) funding for new and expansion projects, serving 240 families and/or individuals to alleviate the causes and conditions of poverty in our community.

4. Awarded $15,000 in innovation grants to newer, smaller, or less formal organizations to help build relevant experience with CSBG funding.

The City recognizes the importance of CAP Solano, JPA and their work dealing with homeless issues in Solano County. It is essential to maintain the commitment to CAP Solano, JPA and to represent the interests of the City of Fairfield.
