SUBJECT:Resolution 2020-28 of the City Council of the City of Fairfield Accepting the North Bay Regional Water Treatment Plant Filters #2, #3, and #6 Media Replacement Project as Complete

RECOMMENDED ACTION 
Adopt resolution.
STATEMENT OF ISSUE 
The North Bay Regional Water Treatment Plant Filters #2, #3, & #6 Media Replacement Project is complete and ready for acceptance by the City Council.
DISCUSSION
On January 19, 2016, City Council awarded a contract to Carbon Activated for the North Bay Regional Water Treatment Plant Filters #2, #3, & #6 Media Replacement Project (Project). The Project consisted of removing and replacing sand and granular activated carbon media and any damaged filter nozzles from Filters #2, #3, & #6. This work was performed during low flow months (i.e. winter) so the plant’s operating capabilities would not be affected. The total City Council authorized budget for the Project was $828,625.97.

Due to the strict filter media specifications and nature of the work, there are very few suppliers/contractors capable to perform this work. Therefore, in addition to the base contract work and pursuant to Resolution 2016-08, City Council authorized staff to negotiate an additional four filter replacements beginning in Fiscal Year 2017/18, with one completed each year. A total of $1,200,000 ($300,000 annually for four years) was budgeted for this additional scope of work. Extending the contract allowed for additional filters to be replaced at a fair price and ensured that a qualified contractor completed this important maintenance project at the Water Treatment Plant. In the upcoming year, staff will solicit competitive bids for future media replacement.

The total authorization for the Project was $2,028,625.97 ($828,625.97 + $1,200,000.00). Carbon Activated Corporation has completed all of the required work in accordance with the contract. The final cost for the Project is $1,748,395.06, which is 26.1% under the amount authorized.
